How does blacklisting work these days? If I have a uk phone blacklisted, would it still work in other places? Where?

Simply put, the IMEI Is placed In a pool of blacklisted numbers and when you attempt to activate It with a given carrier, It will come up as flagged, hence cannot be activated.
