Understood, but there's the Issue where they will not budge with their request.
You can use the corrupted file method - which will be a very lengthy process. Alternatively, tell PayPal you've contacted a few third-party entities, however they said that because the Item was purchased and delivered damaged from the said company, It's the company's responsibility, hence they're unable to provide the document.

Were the vouches purely from dedicated SE'ers, or from those replying to the service of refunders?
I need your help. I opened a dispute with PayPal . I received this message. Can you please let me know what should say to PayPal ?
Please provide any information we ask you to send us within 3 days. If we don't hear back from you within this time frame, we may decide this case in the seller's favour.
To continue with our investigation, we need documentation supporting your claim the item is damaged or significantly not as described. You need to get a document (such as an estimate or invoice) from an unbiased third-party, such as a dealer, repair shop, appraiser, or another individual or organisation that is qualified in the area of the item in question (other than you).
This document should detail the extent of the damage or clearly explain how the item received significantly differs from the item advertised. No repairs or alterations should be made to the item, as doing so will limit our ability to successfully resolve your case and may result in the cancellation of your dispute.
Any documents you provide may also be supplied to the seller.
To continue with this investigation, a report must be filed with a law enforcement agency or government organisation. You may choose to contact your local law enforcement agency (such as your local police or sheriff's department) or you may choose to file a report with any other governmental agency of your choice.
Filing a report with a law enforcement agency or government organisation
Contact a law enforcement agency or other governmental organization (either in person or online) to report the issue
Report specific details regarding the item you received
You must obtain a copy of a report from the law enforcement agency or governmental organization and provide it to PayPal
The report must contain the following information: It should be on the agency's or organization's letterhead or contain a stamp or seal or some other information that indicates the report is official documentation
It should clearly explain the details of your issue
It must include the agency's or organization's contact information
Any documents you provide may also be supplied to the seller.
How can you submit your documents?
You'll need to log in to your PayPal account and go to the Resolution Centre to upload the requested documents and provide notes for this case. This is the quickest way for us to receive and review your information.
