rpm2cpio ostemplate-blueonyx-5108R-2.0-BX31.noarch.rpm | cpio -vid
mv ./etc/vz/dists/* /etc/vz/dists/
mv ./vz/template/cache/* /var/lib/vz/template/cache/
rm etc vz -Rf

Now the template shows up in OpenVZ Template List...
create a machine, then edit it to turn on quotas, start it and have fun!

The above was but no longer is valid for ostemplate-blueonyx-5108R-2.0-BX31.noarch.rpm and later templates since the etc/vz/dists folder does not exist anymore. The Scientific Linux templates alone are now available in them. Later templates have encrypted files in .rpm* folder.
