No clue. It's "LIL REFUNDS", this service is advertised even there, on sinisterly. I know that he's in a game for a long time. And I know that this method works, since like I said - he fixed a refund of 2 iPhones for my friend in few hours.

Amazon Is not region-specific.

They do have the capacity to access accounts across different domains, so yes, It's certainly possible.
