There are no hard and fast rules, but rather depends on the effectiveness of your SE.

People have gotten their address blacklisted before and SE'ed their way out of that too and in no instance were the police or anyone else involved. Just don't go crazy with it. Be smart regardless.
If you have 20 Amazon refunds in a row saying they all have not arrived in the space of a month then they will obviously shut your account down. You can consider this your "limit".

In retail we'd often get odd "mistakes" so just keep your amazon reps thinking it's a delivery mistake and it'll be fine and dandy.

This means:
1. Don't buy like crazy.
2. Fill your account with orders in between of the refunds.
3. Use aged accounts.

If a rep goes on your account and thinks, ok this dude made this account 20 days ago and has done 5 Amazon refunds saying they haven't arrived with no past orders so this guy must be taking advantage of our return policy.

Do so to convince him/her otherwise and you'll be good as rain.

I am not doing from same account more than once. I am using different accounts with different cards. But address is same. So just want to know how many times we can do per month.

As mentioned, there's no definitive answer.

It depends how well you've applied your SE.

There is no set limit. If your good you can do 20 per month if not then 2, it all depends. It's all up to you. There's no system to this because your exploiting people so it all depends on how you set this up and what you say.
