On how to make a community? Well if you want to start your own "Hacking community" I wish you good luck. You are going to need that.

But if you still want to start your own community, you should look into the different forum software there is. Like MyBB, phpBB, SMF or Vanilla. But you should maybe start out with MyBB is really easy to set up, and it has a lot of support too.
